What happens on eBay if the winning bid is lower then you want and you decide not to sell your item?

Ive heard eBay bans your account and IP address from someone, then I heard a different story from someone else that they give you a negative feedback and charge you a $5 penalty, is any of this true? Can someone please give me the actual answer please? Thank you

They won the item, you are expected to give the item to them at that price. You should have set the reserve price if you had a minimum you wanted to sell it for, or start the bidding at that price.

You will probably get negative feedback and depending on your account status (how many sales you have, what your ratio is, etc) ebay may charge more fees, withhold funds, or possibly shut down your account.

    If you don’t want to sell your item lower than you want,set a fixed price.Do you know what auction means?
