On eBay "best offer" sales, why does will it say Buyer Declined?

I am checking purchase history on eBay best offer sales, but on 2 of them, it says Buyer Declined, and the rest Seller Declined. What does that mean? I thought the buyer was obligated to buy the item if the offer is accepted.
Oh my bad, I know what seller declined is, but what is "Buyer declined"?

A seller can make a counteroffer which the buyer can accept or decline.

    It means, that the seller did not think the buyer made a high enough bid, so that declined it.
