Yes, but only under special circumstances. All blades over 50cm are normally banned from sale.
Exemptions:
•Members of historical re-enactment groups which hold a Public Liability Certificate.
•Members of a Martial Arts club which hold a Public Liability Certificate.
•Use for authorized Theatrical / film use.
•All Swords over 100 years old.
•Samurai Swords made before 1954.
•Samurai Swords made in Japan at any time using the traditional forging technique.
The only modern sword you can buy as a private individual is a true Samurai (Katana) sword, but there is virtually no chance you could ever buy one of those.
The short answer is simply NO.
